The Treasury’s July report, echoed in recent Office of Management and Budget (OMB) filings, outlines how U.S. adoption would empower the Internal Revenue Service (IRS) to access details on American taxpayers’ foreign crypto holdings. This isn’t just about closing loopholes; it’s a strategic play to level the playing field.

“U.S. regulations implementing CARF would discourage U.S. taxpayers from moving their digital assets to offshore digital asset exchanges,” the White House stated, underscoring how the absence of such rules could hobble domestic platforms in a globally competitive market.

What to Expect for Crypto Users and Investors

A standout provision in the proposal? It explicitly bars CARF from layering on new reporting mandates for decentralized finance (DeFi) activities. This nod to innovation is crucial in a sector where pseudonymity and self-custody define the ethos. DeFi’s borderless, code-driven nature—spanning automated market makers, lending pools, and yield farms—has long evaded traditional oversight.

By exempting these, regulators signal an intent to foster growth without stifling the very technologies driving blockchain’s promise of financial inclusion. As one analyst noted, this could “promote the growth and use of digital assets in the United States” by alleviating fears of overreach.
