The Chainalysis lawsuit challenges a $94.6 million blockchain analytics contract awarded by U.S. Immigration and Customs Enforcement to rival TRM Labs. Chainalysis Government Solutions claims ICE relied on requirements that were not included in the final evaluation document. The company argues the process limited competition for a major government blockchain investigation contract.
ICE awarded TRM Labs the sole-source contract to provide forensic software and support services for Homeland Security Task Force investigations. The contract runs from July 1, 2026, through June 30, 2027.
Chainalysis Lawsuit Focuses on ICE Evaluation Process
The Chainalysis lawsuit centres on the difference between ICE’s Request for Information and its later Statement of Need. Chainalysis says ICE issued an RFI on May 28 with 18 questions covering advanced capabilities, including AI-based investigations, fraud databases, automated wallet alerts, and stablecoin partnerships.
The company claims several RFI requirements were later removed from the Statement of Need. However, Chainalysis alleges ICE still used those earlier points when deciding that TRM Labs was the only qualified provider.
Chainalysis also argues that ICE gave companies only three days to respond with a one-page capability statement. The company says it submitted the only response and addressed the three mission areas listed by ICE, including scam disruption, cybercrime investigations, and sextortion cases.
The Chainalysis lawsuit claims ICE completed its market review the following day without requesting additional information. The company argues the agency did not fully assess its existing government work with agencies including Homeland Security Investigations, the FBI, and the DEA.
Chainalysis Lawsuit Raises Questions Over Sole Source Contract
Chainalysis claims several requirements matched TRM Labs products and commercial relationships. The complaint points to capabilities such as automated asset-freeze coordination, AI investigation tools, scam victim databases, and stablecoin issuer partnerships.
On an X post, Ariel Givner said ICE’s justification stated that TRM had unique qualifications in those areas. Chainalysis argues some capabilities were not unique because both companies operate blockchain investigation platforms with artificial intelligence features.
The Chainalysis lawsuit asks the U.S. Court of Federal Claims to block the TRM contract and require ICE to conduct a competitive procurement process. The company filed its complaint after withdrawing an earlier Government Accountability Office protest.
TRM Labs has joined the case to defend the contract award. The court has not ruled on Chainalysis’ claims, and ICE and TRM have not publicly responded to the allegations.
The dispute also comes as government agencies expand their use of blockchain analytics tools for fraud, cybercrime, and digital asset investigations. The court hearing scheduled for September 2 will determine the next stage of the procurement challenge.
