Ethereum Foundation’s Protocol Cluster has set December 2029 as its target for a quantum-resistant base layer. Its September 7 publications also rank 62 proposals for the Hegotá upgrade, placing censorship resistance and programmable accounts first.
Together, the posts connect immediate development choices with a longer security timetable. Hegotá would prepare the network for later changes without completing the quantum transition itself.
Ethereum ranks Hegotá proposals around two core changes
About 60 researchers, engineers and specialists contributed to the review across nine teams. The process produced 397 individual ratings, with discussions addressing proposals that divided participants.
FOCIL, or EIP-7805, receives the highest priority on the consensus layer. It would let validators require eligible transactions in blocks, reducing reliance on dominant builders.
Meanwhile, Frame Transactions, EIP-8141, leads the execution-layer rankings. It would make validation, gas payment and execution programmable, giving Ethereum accounts more flexibility over signature methods.
Both proposals receive S-tier status, meaning the cluster would adjust scheduling before dropping either feature. Supporting proposals cover transaction eligibility, keyed nonces and recent state roots.
The rankings express the cluster’s priorities rather than guaranteeing every proposal a mainnet release. Client implementation and testing still determine which changes can ship safely.
Quantum resistance target shapes the next upgrade cycle
For Ethereum, the December 2029 goal covers execution, consensus and data. The cluster plans around quantum attacks becoming possible in 2030, while describing that assumption as deliberately aggressive.

Under one roadmap sequence, full protection follows five forks after Glamsterdam. Shipping those upgrades between December 2026 and December 2029 would require an average interval of 7.2 months.
