Circle Stablecoin Payments Enter Korea Through Kakao and TossĀ

Circle stablecoin payments are moving deeper into South Korea through separate agreements with Kakao Group and Toss. The companies will study blockchain payment rails, digital asset links and cross-border settlement. Circle is not launching a product yet. Instead, the memorandums create a framework for technical testing while Korean stablecoin rules continue taking shape.

Circle Stablecoin Payments Link Kakao Platforms With USDC

Kakao said it plans to connect Circle stablecoin payments with its broad consumer and financial ecosystem. That network includes KakaoTalk, Kakao Pay and KakaoBank. The companies will assess payment, settlement and digital asset services that connect blockchain networks with existing financial systems.

The partnership also covers possible KRW stablecoins and tokenized financial products. Kakao wants to study overseas remittances, merchant settlement and faster global payment processing. Its platforms could give future services access to a large domestic user base, although no launch date has been announced.

Kakao Pay leads the group’s stablecoin task force. The company said the agreement could also support infrastructure for other Korean businesses. That approach positions Circle as a technology and connectivity provider rather than a direct issuer of a won-backed token.

Circle Stablecoin Payments Expand as Korean Rules Develop

Toss and Toss Bank will separately explore Circle stablecoin payments across wallets, banking and onchain services. Their work may include USDC payments, biometric tools and programmable transactions. Toss Bank will examine links between stablecoin infrastructure, bank accounts and existing fiat payment networks.

Compliance remains part of the planned work. The companies will review security, risk controls and anti-money laundering requirements as regulators develop a broader framework. Toss Bank already works with the Solana Foundation on blockchain payment and overseas settlement infrastructure.

Circle has expanded its Korean relationships for months. It signed agreements with Upbit and Bithumb in April to support USDC adoption and other technical cooperation. The two exchanges often account for more than 95% of daily cryptocurrency trading volume in the country.

The latest Circle stablecoin payments agreements extend that strategy beyond exchanges. Kakao and Toss combine payments, banking and consumer platforms, giving Circle access to different parts of Korea’s financial system. Circle says its preferred model links local won instruments with USDC for cross-border use.

USDC supply stood near $74.4 billion on Thursday, compared with about $184.3 billion for Tether’s USDT. Any commercial launch in Korea will still depend on product design, regulatory approval and final operating agreements.
