Goldman CEO Backs CLARITY Act as Bank Opposition Grows

Goldman Sachs CEO David Solomon has backed the CLARITY Act as Senate negotiations enter another difficult phase. He said the bill could create fairer rules, improve market stability, and support digital asset growth. Solomon also acknowledged that the legislation remains imperfect. His support contrasts with banking groups fighting its treatment of stablecoin rewards.

CLARITY Act Gains Wall Street Support Despite Bank Split

Solomon told Politico that lawmakers should move the CLARITY Act forward and establish a workable market structure. He argued that regulated institutions need one system where qualified firms can participate. The framework could bring traditional financial companies into digital assets after years of regulatory uncertainty.

His position differs from several banking associations and JPMorgan CEO Jamie Dimon. Banks oppose provisions allowing rewards tied to payments, transfers, liquidity services, and other qualifying activities. They argue that these incentives could draw deposits away from community lenders.

The latest CLARITY Act text blocks interest or yield paid solely for holding payment stablecoins. Yet it permits activity-based rewards that do not resemble passive bank interest. Banking groups say that distinction still leaves room for deposit-like products outside normal banking rules.

Stablecoin Reward Dispute Keeps Senate Passage Uncertain

The crypto market structure bill faces pressure from banking groups and Senate Democrats. Republican senators released revised language on July 22, including restrictions on federal officials issuing or sponsoring digital assets. Senator Elizabeth Warren said the ethics measures contain major gaps and called the wider proposal inadequate.

Banking associations seek targeted changes to Section 404 rather than rejecting digital asset legislation. Their main concern remains stablecoin rewards and possible deposit flight. They say community banks depend on deposits to finance mortgages, farms, and small businesses.

The CLARITY Act advanced through the Senate Banking Committee in May by a 15-9 vote. A floor vote could follow before the August recess, although the revised draft still needs broader political support.

Solomon said the bill would let regulated firms participate more actively. Coinbase CEO Brian Armstrong and Ripple CEO Brad Garlinghouse have also urged lawmakers to establish federal crypto market rules.
